In The Complete Guide to Flags, ©1989 William Crampton, this flag serves a couple other purposes. According to page 52, it's the flag of the Communist Party of Vietnam. And on page 53 it's also listed as the flag of Lao People's Revolutionary Party.

During a visit to Shanghai I bought some flags in a flag store. The flags are:

1. The flag of the Communist Party of China. Simply a crossed hammer and sickle in yellow in the canton of a red flag.

2. The flag of the Young Pioneers. The flag of the Communist children's organisation is red and carries a yellow star superimposed on a torch outlined in yellow, all set in the centre of the flag.

3. The flag of the Youth League The flag of the Communist organisation for youth is also red. This flag has a yellow star within a circle set in the canton.

Of the three flags, only the Youth League flag was to be seen in other places than flag stores. For some reason he Youth League flag was planted in a few street crossings. The national flag of the People's Republic of China was widely used in Shanghai, flying from buildings or in the door opening of shops. Most flags shops displayed the national flag crossed with the Macao SAR flag, many other shops flew strings of small "flags" of various colours imprinted with the Macao '99 emblem.
